1. The HEC project titled “Law Graduates Scholarship Programme for Balochistan to Study Abroad – HEC” was initiated in pursuance of the directions of the Honourable Prime Minister of Pakistan to award law scholarships to students of Balochistan, with the objective of addressing the shortage of senior lawyers following the tragic loss of lives in the deadly blast of August 2016.
2. In this regard, applications are invited for award of scholarships in the following categories:
a. Indigenous LLM.
b. Foreign LLM.
c. Foreign PhD
3. Eligibility Criteria.
a. Applicants must possess a Domicile/Local Certificate of Balochistan.
b. Maximum age as on the closing date of applications:
(1) LLM: 30 years
(2) PhD: 35 years
c. Candidates must have completed LLB/LLM from HEC-recognized Degree Awarding Institutions with at least 50% marks in the Bachelor degree.
d. Applicants must secure a minimum of 50% marks (Accumulative Test Score) in the Aptitude Test.
e. Applicants must have acquired the requisite academic qualification on or before January 13, 2026.
f. Result-waiting students are not eligible to apply.
g. Applicants already availing any other scholarship are not eligible to apply.
4. Important Notes.
a. Eligible applicants will be shortlisted based on Test Score and Academic Credentials.
b. Scholarships will be awarded strictly on merit.
c. 15–20% scholarships will be reserved for children of victims’ families (martyred/severely injured) in the blast of August 8, 2016, Quetta, subject to fulfillment of prescribed criteria.
d. In case of non-availability of eligible candidates from victims’ families, scholarships will be awarded to other candidates strictly on merit.
e. Applicants must fulfill HEC and University eligibility criteria for admission to LLM and PhD programmes.
f. Indigenous LLM scholarships will only be awarded to students studying/seeking admission in HEC-recognized Public Sector Universities/Institutions.
g. Applicants for Foreign LLM and PhD scholarships must provide an admission letter from a top 500 university as per QS World University Rankings.
5. How to Apply.

b. Submission of hard copies is not required at this stage.
