Commander Muhammad Akhtar joined Pakistan Navy in 1984, after completing his FSc from Cadet College Petaro, a prestigious institute of the country and was commissioned in Operations Branch in 1986. During his an illustrious career in Navy he has vast experience of both operational and staff appointments. He has the honour to have completed his officers Naval Training from German Naval Academy Mürwik for three years 1985-1987. Besides various other professional and academic qualifications, he holds Master Degree (Peace & Conflict Studies) from National Defence University, Islamabad. He completed his Naval Staff Course from PN War College, Lahore in 1998.
Commander Akhtar has served on various ships of the fleet as a watch keeper and specialist communication officer. He performed Signal Communication Officer and Electronic Warfare Officer duties onboard PNS BADR a Type 21 ship during her acquisition from UK. He has also commanded a coastal oil tanker PNS GWADAR for 16 months. During command of PNS GWADAR, he participated in crude oil disembarkation operation from a grounded tanker, Tasman Spirit in Karachi harbor in 2003.
In addition to rich experience afloat, the Commander also held some key assignments ashore. These include Fleet Electronic Warfare Officer at Fleet Headquarters, Staff Officer (Communications) at FOST HQs, Officer Incharge Karachi Wireless and Deputy Director DEFCOMM at GHQ. By virtue of his appointment, Commander Akhtar has vast experience of planning and execution of naval operations as well as project management. As Deputy Director DEFCOMM at GHQ, he successfully executed the installation and operationalization of newly acquired TELECOMM Network of Defense Forces. He also served as Commanding officer PNS PESHAWAR for three years. Commander Akhtar was employed as Deputy Director Bahria University Karachi Campus from 2013 to 2018. Currently, he is appointed as Deputy Director, National Centre for Maritime Policy Research (NCMPR) Karachi, a premier think tank on Maritime affairs. Besides having interest in Maritime Domain and current affairs, the Commander has great passion for general history, culture and sports. At NCMPR(K), he is focal person on following maritime sectors.
